Read changes.json without modifying it. Write report.json as a JSON
object with exactly one top-level key, "entries", containing an array.
Each entry must have exactly "id" and "text" string fields.
Include every user-visible change ID exactly once and exclude all
internal-only changes. Write nonempty customer-facing text supported
by the manifest; do not invent behavior, scope, or performance claims.
